Major Weaknesses: Will Boston Public schools Improvement Plan Resolve Them?

Boston Public Schools has weaknesses in student academic achievement and growth, chronic absences, English Language Learner (ELL) progress, transportation, and properly serving the most vulnerable students. The state wants to take over power over the schools but Boston Public Schools have submitted an improvement plan looking to strengthen their school systems, so the question I'm looking to answer is will this improvement plan resolve these issues?
